NTSB Vice Chairman Graham has announced his retirement, trimming the safety board to three sitting members unless a replacement is confirmed by October 2. Owners and flight departments that rely on the board's rulings on Part 91K and Part 135 operations will want to watch how quickly a successor is seated.
