Contract Tower Upgrade Bill Gains Ground

Legislation moving through Congress would give federal contract towers wider access to ADS-B-based traffic displays, along with the training to use them. For owners who route through contract-tower fields rather than major terminals, the measure points toward controllers working with the same traffic picture increasingly standard at larger airports.
