California Eases the Smog Rules for Its Collector Cars

Governor Gavin Newsom has signed Senate Bill 1392, widely known as Leno's Law, into effect, phasing in a smog-check exemption for qualifying collector cars registered in California. The exemption is narrow, reaching only vehicles that meet the bill's specific eligibility terms. For owners of eligible classics in the state, it marks a formal easing of a long-standing hurdle to keeping older cars registered and on the road.
