Some cities are retiming their traffic signals with a simple aim: drivers who hold to the posted limit hit green after green after green, all the way down the corridor. Speed up or slow down and the wave breaks, tripping a red. It's a quieter enforcement than a citation — the reward for good behavior is simply an open road.
